I can't believe no one at least call the cops or took photos with their phones while they were stealing the bikes.

75,000 GBP does NOT equal 12 billion USD....

Ha! I was there in Toronto when that man was caught for stashing bikes. He was also fixing them and re-selling them because biking is  wildly growing business/mode of transportation in Toronto (an the money went to some other *ahem* businesses also). 
The day after all the bikes were seized and being returned to original owners, a group of mine was holding a bike repair clinic for free (100% free, no gimmiks, no labour or parts charge or donation required. You even got juice and ice cream while you waited in line!). We must have fixed somewhere between 30-50 bikes during our stay.
it really felt great to help these people because for some, their lives revolve around their bikes.
